Comprehensive Planning

The South Carolina Comprehensive Planning Enabling Act gives the Town of Pawleys Island the authority to undertake planning and adopt zoning and land use regulations. To use these tools as guidance for current and future development. As part of this process, the Town and its Planning Commission must create and adopt a 10-year comprehensive plan that specifically addresses 10 planning elements. The plan must be then reevaluated every five years and updated by resolution every 10 years. Town Council must then hold a public hearing for the updated plan and adopt it by ordinance.

Adoption of 2009 to 2019
The Planning Commission in cooperation with the Waccamaw Regional Council of Governments recommended the 2009 to 2019 Comprehensive plan to Town Council. The plan was successfully adopted by Town Council by Ordinance 2009-03.

Amendment to 2009 to 2019
The Planning Commission reviewed and recommended amendments to the Comprehensive Plan. Town Council adopted these changes and amended plan in 2015.

In January of 2020 Town Council organized strategic planning efforts to help identify what were the major concerns of the residents and property owners on the Island. The information gathered from this project were used in developing the Town's new comprehensive plan.

The State of South Carolina adopted the Disaster Relief and Resilience Act which added the tenth element to comprehensive plans. This element focuses primarily on the impacts of flooding, high water, and natural hazards on individuals, communities, institutions, businesses, economic development, public infrastructure and facilities, and public health, safety, and welfare.

The Planning Commission, Town Staff and the Waccamaw Regional Council of Governments worked together to draft a new comprehensive plan in August of 2023. On August 28, 2023 the Planning Commission recommend the draft comprehensive plan to Town Council for approval.

Currently, the updated Comprehensive Plan (2023-2032) is in a 30-day public comment period where residents, property owners, and stakeholders are welcome to submit comments on the plan directly to the Town Council for their review.
