April 30, 2010 This is the Spring issue of the Pawleys Tides. It is the way that the Town Council of Pawleys keeps all property owners and residents informed about what is happening at Pawleys. From June 1 until Labor Day the garbage pickup schedule will be Garbage only on Tuesday and Saturday, recycled materials only will be picked up on Wednesday. From Labor Day until June 1 the usual two pickups a week will be composed of recycled material on Wednesday and garbage on Saturday. RECYCLABLE MATERIALS FOR THIS PROGRAM INCLUDE CANS AND PLASTICS ONLY, NO GLASS OR PAPER PRODUCTS OR FAST FOOD CONTAINERS. Each house on the island where trash is picked up by Rutledge Disposal Service has received a blue 65 gallon roll type container with “RECYCLE ONLY” printed on the top and sides. The Town has furnished these to our property owners and there will be no charge. There will also be no extra charge from Rutledge for this service. Owners should purchase clear trash bags (available after May 15 at Pawleys Island Supplies on the North Causeway) and make arrangements to collect recyclable cans and plastics in the house in these bags prior to placing them in the marked containers. PLEASE DO NOT PUT GARBAGE IN THE RECYCLE CONTAINERS. We have been told by “experts” that cans and plastics will take up about 35% of the bulk of the typical garbage pickup. If this holds true the above schedule should work. We will “adjust” as conditions warrant. This also makes it important to recycle so that there is room in your garbage containers for two vs. three garbage pickups a week. We are not recycling glass or paper products at this time because COUNTY PROPERTY TAX REASSESSMENT – is underway and you will be informed of your new assessment this July. We are encouraging Property owners to dispute the new assessments. The Pawleys Island Civic Association has done a lot of review of property values to assist in the dispute process. We encourage you to join the PICA if you are not a member ( THE TOWN HAS PURCHASED The acquisition of this property will also give the Town future options if the need arises. BEAUTIFICATION FOUNDATION – Please don’t forget that your gifts and memorials to the foundation help to continue to maintain a pleasant Pawleys vista. Tax deductible memorials or recognitions may be made to the Pawleys Island Beautification Foundation, TRASH PICKUPS – The next roadside trash pickup will be the Monday and Tuesday after the 4th of July, July 5 and 6. Roadside trash is not collected at any time other than the scheduled pickup dates. The pickups are for miscellaneous trimmings and refuse you need to dispose of, excluding garbage, shingles, asbestos, liquid paint and hazardous wastes, which will not be accepted at the recycling centers. Please don’t pile loose paper or leaves. They need to be in bags to be picked up. SOUTH END TERMINAL GROIN – After taking a year to think about it the DHEC water quality folks have requested a study of endangered species impact, and Georgetown County has only 90 days to accomplish that and get approval or they are in danger of losing their permit application. It seems you don’t have to say no to kill something in Government, just take your time! CANOE AND KAYAK RACE – Will be held Wednesday July 21st at 3PM at the North Causeway bridge. Kayak rentals are available and there are prizes for all age groups! It is great fun and all are invited to join in. Sign up at Town Hall in July. 4th OF JULY PARADE – The 4th of July parade will be held at 11:15AM this year because July 4th is on a Sunday. This will give the folks attending Sunday services in the Pawleys Chapel time to get home after the service before the parade starts. Lineup will be at 10:30AM on the South Causeway. As usual the South Causeway will be closed from 10:15AM until the parade passes, and the North Causeway will close as the parade approaches. Signups will be available at Town Hall around mid June. There is a $250 prize being offered this year for the best musical float! SAND FENCE – The storms of this winter have caused almost 90 degree scarps in the majority of the dunes on Pawleys. It is not possible to conform to State regulations for the installation of sand fence on these dunes until there is some “toe slope” to the dunes. For this reason the cost sharing program for sand fence has been put on temporary hold. The State regulations do not allow sand fence to be installed on the flat beach. FLOOD INSURANCE INFORMATION – ALL OF OUR PROPERTY OWNERS SHOULD BE RECEIVING A 20% DISCOUNT ON ALL FEDERAL FLOOD INSURANCE POLICIES RENEWING AFTER OCTOBER 1, 2009. You should call your agent and be sure they have your house listed as in the Town of A NEW FLOOD INFORMATION MAILER – As needed for your information and for our requirements from FEMA for our Community Rating is included with this TIDES. Renourishment – No Change, No Funding, No Progress! TURTLE SEASON – Begins May 15th. Be careful of your beach front lights and please don’t leave chairs, tents or holes on the beach overnight as they can turn a turtle back into the ocean. Thanks to our SCUTE volunteers who will be walking the beach each morning locate new nests. BEACH VITEX – The Clemson University/Beach Vitex Task Force Vitex removal project which the Town has supported, and which has done all the work on our Vitex removal program, has run out of funding and has been discontinued. Hal Droter who did the work on the island for Clemson has told us that he would be happy to do follow up on Vitex for $125 a year for any property owner desiring his help. Hal’s number is (843) 240-5013. Underground wire – The project is a GO! With the amazing support of our property owners south of the South Causeway, we will begin the installation of the underground wire project down to the Birds Nest area after the summer. The owners will then have to connect to the underground wire and the power poles will come down! It is expected that this project will be complete after the first of the year. A property owner on the south end is working with his neighbors to try to get a project for the south end of the island. CATS – While we will continue this program until June 1, 90% of the cats we trap are already “fixed” and we mostly are trapping possums and raccoons which are removed from the island. PAWLEYS CODE OF ORDINANCES–is now available on the www.townofpawleysisland.com website including the Unified Development ordinance. CENSUS – We have a number of residents who have other homes or who travel extensively in the winter months. We would like to remind you to be sure you fill out your census form with E-Mail Addresses – We are trying to update our mailing lists and include email addresses. Please email pawleystownhall@sc.rr.com so we can capture your address if you haven’t already submitted it. This will also help our communication in case of a storm event. In either case please add the address to your email address list so your spam filter won’t block emails from Town Hall. We cordially invite you to any town council meeting on the second Monday of each month in the Pawleys Library conference room. We provide time at the beginning of the meeting for anyone to speak for up to three minutes to express a concern, or just simply to speak to council.
