This is the fall issue of the Pawleys Tides. It is the way that the Town Council of Pawleys keeps
all property owners and residents informed about what is happening at Pawleys.

IRENE: This storm pounded Pawleys with the biggest waves we have seen, and a 2 foot
storm surge on top of a lunar high tide which pushed water up over most of Myrtle
Avenue and Springs Avenue, as well as over wash under about 15 houses on the south
end. Below the pier, if a dune was less than about 4 feet it was 70% scarped and/or over
run. Dunes above 4 to 5 feet were scarped at least to the peak of the primary dune. The
lesser storm in the second week of October didn't create as much flooding of the roads,
but caused some further dune erosion. The beach is now rebuilding (groins work!) and
many of the dunes are developing some toe slope. Check your creek dock, if you have
one, many boards were washed away or loosened during the high tides.

RECYCLING PROGRAM: WE NOW ARE ABLE TO RECYCLE ALL PLASTICS,
ALL CANS, ALL CARDBOARD, NEWSPAPER, OFFICE PAPER, MAGAZINES,
AND PLASTIC GROCERY BAGS. The only items which cannot be included in your
recycle bins are garbage and glass or Styrofoam products. Since mid-July nearly 50% of
the houses on the Island are recycling. This is up from the mid 20s last year! Houses that
don't recycle run the risk of overflowing garbage cans every Saturday, since garbage
cannot be picked up on recycle days (Wednesdays). The reason glass is not included in
the recyclable items is that the county is sorting recycled items by hand with prison labor
so including glass is too dangerous. You can purchase clear trash bags at Pawleys Island
Supplies on the north causeway.

CHRISTMAS CAROL SING: The annual Carol Sing will be on Friday, December 9th at
the Pawleys Park. Singing will begin at 5:45 and we are usually done by 6:15. All owners
and their families and guests are invited, and we particularly appreciate having your
young children for the caroling. We invite residents and property owners in attendance to
come by our home after the Carol Sing to enjoy a holiday gathering.

BEAUTIFICATION FOUNDATION: Please don't forget that your gifts and memorials to the
foundation help to continue to maintain a pleasant Pawleys vista. Tax deductible memorials or
recognitions may be made to the Pawleys Island Beautification Foundation, P.O. Box 2712,
Pawleys Island, SC 29585. A bequest in your will is also a wonderful way to remember Pawleys
Island and to help continue the work of the Beautification Foundation in perpetuity.
TRASH PICKUPS: The next roadside trash pickup will be the Monday and Tuesday after
New Years Day, January 3 and 4. Roadside trash is not collected at any time other than the
scheduled pickup dates. The pickups are for miscellaneous trimmings and refuse you need to
dispose of excluding ELECTRONIC EQUIPMENT, garbage, shingles, asbestos. liquid paint and
hazardous wastes. which will not be accepted at the recycling centers. Please don't pile loose
paper or leaves. They need to be in bags to be picked up.

SOUTH END TERMINAL GROIN: Your Town Council continues to support Georgetown
County in its permit application for a groin to protect the south end public parking and beach
access area. This is important to Pawleys as the public access at the south end is critical for us to
continue to be eligible for federal and state funds for beach renourishment.

20th TURTLE STRUT: This was the 20th anniversary of the Turtle Strut which was held on
Saturday, October 22rd at 7:30AM. The Turtle Strut was the idea of then Councilmember Red
Turbeville, and he was its leader for many years. There are both 5 and 10Kruns which begin and
end at the south end parking lot. This year there were several other competing races which held
down the number of entrants. Chief Osborne has taken responsibility for the Turtle Strut and it
was well organized, including only minor traffic disruptions for our property owners.

SAND FENCE: Our cost sharing program is open again. Please call Diane Allen, our Town
Clerk, at 843-237-1698 if you wish to make application to the Town to qualify for matching
funds to install or repair sand fencing on your property. The Town will match 50% of your cost
for the installation of sand fence on a first come first served basis, up to $180 per 60 foot lot, as
long as the $10,000 the town has budgeted for the project holds out! The fencing must meet State
Coastal Management requirements which are available at Town Hall. Sand fence installation will
be checked to be sure that the requirements are met before the cost share checks will be mailed.
In particular, the sand fence MUST NOT BE FLAT ON THE BEACH FACE so has to be
partially on dunes or dune toe slopes and there must be adequate space between sections.
Drawings of correct placement are available at Town Hall. The Office of Coastal Resource
Management can require you to remove sand fencing that does not meet their criteria.

FLOOD INSURANCE INFORMATION: ALL OF OUR PROPERTY OWNERS SHOULD BE
RECEIVING A 20% DISCOUNT ON ALL FEDERAL FLOOD INSURANCE POLICIES.
You should call your agent and be sure they have your house listed as in the Town of Pawleys
Island with the following ID number 450255 000ID.

PARKING AND TRAFFIC: As a result of recommendations from our Planning
Commission the Council has cleared vegetation and reduced some parking to create sight
lines at intersections and beach access roads and marked stop strips have been painted on
the road at many stop signs. For some reason, the end of the summer has created more
speeding on the island and some disregard of stop signs creating hazards for our owners
and visitors. Please be aware that Chief Osborne has stepped up speeding and stop sign
enforcement because of these problems and concerns expressed by property owners.

RENOURISHMENT - No Change, No Funding, No Progress!

TURTLE SEASON: There were 24 Turtle nests laid on Pawleys this year, a 50% increase from
last year! Total Eggs Laid: 2407; Total Eggs Hatched: 1991; Total Hatch Rate: 83%; Average
Nest Size: 112 eggs. Well over a thousand onlookers saw the nest digs after the hatch. You can

BEACH VITEX: the Beach Vitex eradication grant project is wrapping up. There will be
some retreatment done over the next few weeks so if you have Vitex (crush a leaf, if it
smells like eucalyptus it is Vitex!) please contact Debbie Mann, District Conservationist,
USDA Natural Resources Conservation Service, 1837 North Fraser Street, Georgetown,
South Carolina 29440. Tel 843-546-7808 ext. 129. It is important to know that Vitex
seeds can germinate at least 4 years after lying on the ground. Be proactive and look for it
so the small plants can be killed. It has been stated that we are on the one yard line and
need to finish the job. The little plants will spread quickly if not killed!

UNDERGROUND WIRE: The underground wire project south of the South Causeway complete
and was finished close to budget. The property owners and the Town have split the cost of the
project. We have had contacts from owners on the south end of Springs Street who are interested
in a project. The Council is also interested in exploring the possibility of re-evaluating a whole
island project for underground wire and has asked me to form a committee of owners to take a
new look at a project. If you are interested in serving on the committee, please send me an email

UNDERGROUND MATCHING DONATIONS NEEDED: WE HAVE RECEIVED A VERY
GENEROUS OFFER OF A $100,000 MATCHING GRANT FROM A PAWLEYS PROPERTY
OWNER. THE GRANT IS TO BE USED TO REDUCE THE COST TO PROPERTY OWNERS
FOR UNDERGROUND WIRE, AND TO SUPPORT THE REDUNDANCY PROVIDED ALL
PROPERTY OWNERS BY ANOTHER POWER SOURCE UNDER THE NORTH
CAUSEWAY. Any underground wire project north of the South Causeway will require the North
Causeway power source, and a "double loop" system between the causeways, in order to make
the redundancy work for the entire island. IF YOU HAVE A FOUNDATION OR KNOW OF A
FOUNDATION OR INDIVIDUAL WHO MIGHT BE INTERESTED IN HELPING TOWARD

NEW POLICE OFFICER: Jonathan Fairfield came with our Police Department in June and has
quickly become an integral member of our Police Force. He is a graduate of Geneva College and
has a varied background having last served in law enforcement in two small towns in
Pennsylvania. He has been a frequent visitor to Pawleys Island over the past 10 years as he is also
Godfather to Corporal Mathew Elliots' children! Officer Fairfield understands Pawleys and what
makes it different, and he looks forward to serving and protecting Pawleys Island.

LOCK YOUR DOORS: We have had a number of cars (and a couple of houses) entered by folks
looking for electronics particularly. As fast as they are caught and locked up, new ones take their
place. It is important to LOCK YOUR DOORS, CAR DOORS AND HOUSE DOORS. I
confess, the one (I think) time I didn't lock my car it was entered that night and a cell phone
stolen!

CATS: The tourists are gone (they feed the cats which then aren't as interested in food in traps)
so if any property owner feels that they have a cat problem in their area please contact Diane at
Town Hall, 843-237-1698. She will make arrangements to have traps placed in the area, and those
cats trapped, which have not been already spayed or neutered, will be.

E-MAIL ADDRESSES: We continue to update our mailing lists and email addresses. Please
email pawleystownhaJl®Sc.rr.com so we can capture your address if you haven't already
submitted it. This will also help our communication in case of a storm event. In either case please
add the address to your email address list so your spam filter won't block emails from Town Hall.
We cordially invite you to any town council meeting on the second Monday of each month in the
Pawleys Library conference room. We provide time at the beginning of the meeting for anyone to
speak for up to three minutes to express a concern, or just simply to speak to council. If I can be

237-2053. The other current council members are Mayor Pro Tem Mike Adams (237-0394),
Mary McAllister (237-2047), Glennie Tarbox (237-8228), and Sarah Zimmerman (237-7774).
Any of us would be happy to sit down with you to discuss your interests or concerns.
There was no opposition announced for either the Mayor or Council positions which would have
been open for the November 8th election (every 2 years). I and the members of your Town
Council appreciate that vote of confidence. When asked by the Coastal Observer to comment on
what our goals are for the town are I said that the first mission of the Town Council is kinda like
what a new Physician promises, "do no harm", but our overarching mission is to protect and serve
our Island and its heritage of gentleness, history and tranquility.

The summer season is behind us and we are enjoying another of the prettiest Falls I can
remember, (With the exception of the aforementioned storms.) The holiday season is approaching
and it is a wonderful time to return to the beach. In these challenging times, crossing the
causeways still makes your blood pressure go down! When making your plans particularly
remember that the Nights of a Thousand Candles will be at Brookgreen Gardens again this year
the first 3 weekends in December, and it is worth the trip just to attend for an evening, bring your
